The Upper Cumberland Development District (UCDD) and the Upper Cumberland Human Resource Agency (UCHRA) hosted their 2024 Annual Meeting on Wednesday, Dec. 18, celebrating another year of regional success, recognizing outstanding community leaders, and reaffirming their commitment to economic and community development across the Upper Cumberland.
The meeting opened with a moment of remembrance for long-time board member and community servant Marvin Lusk.
“Marvin served these two agencies and our entire region in more ways than we can express,” Mark Farley, UCDD-UCHRA Executive Director, said.
Lusk dedicated more than 34 years to serving the Upper Cumberland region through his involvement with UCDD and UCHRA.
The Executive Director’s Report included a year-in-review presentation that celebrated the agencies’ accomplishments and emphasized the servant leadership of their more than 450 employees. Farley also underscored the agencies’ significant return on investment for local communities. In Fiscal Year 2024, member dues totaling $98,728.56 saw a return on investment in the form of grants exceeding $49 million for the region.
A key moment of the meeting was the presentation of the Legislators of the Year awards to Senator Paul Bailey and Representative Kelly Keisling. Though unable to attend, Representative Keisling was recognized for his tireless advocacy for his district. Senator Bailey, who serves as Chairman of the Senate Commerce Committee, was praised for his leadership, wisdom, and dedication to the Upper Cumberland.
“Senator Bailey exemplifies the qualities of a true public servant,” said Farley. “We are fortunate to have him advocating for our region.”
The meeting also marked the launch of a new tradition: the Stars of the Upper Cumberland awards. Each honoree, nominated by their city or county mayor, was celebrated for their unique contributions to their communities. Honorees included (click the recipient’s name to view photos):

Farley commended these individuals and organizations for their selfless dedication to improving the lives of those in the Upper Cumberland.
The UC Spirit Award, honoring an employee’s steadfast commitment and volunteer spirit, was presented to Al Ashburn of UCHRA’s Community Services/Commodities team. The prestigious Diamond Award, recognizing servant leadership and mentorship, was awarded to Vicki Smith of UCHRA’s Empower Upper Cumberland program.
