Now Accepting Public Comments on a Substantial Amendment of the State of Tennessee’s HOME-ARP Allocation Plan

The Tennessee Housing Development Agency (THDA), on behalf of the State of Tennessee, is seeking comments on a proposed substantial amendment to the HOME-ARP Allocation Plan. The State of Tennessee previously received approximately $53 million in special funding through the American Rescue Plan (ARP) for the HOME Investment Partnership program to respond to the impacts of the COVID-19 pandemic and provide support to people experiencing or at risk of homelessness. The proposed substantial amendment reallocates $4,370,994 of this funding for Acquisition and Development of Non-Congregate Shelter to Non-Profit Administration. In addition, the amendment specifies that projects may request and be granted THDA approval to apply preferences and limitations to Qualifying Populations (QP). The draft amendment will be posted on https://thda.org/research-reports/consolidated-planning from August 4 – 21, 2023 for public review and comment, along with details for a public hearing on August 22, 2023.
