UCDD is a core partner of the Upper Cumberland Human Resource Agency’s (UCHRA) pilot program awarded through the TANF Opportunity Act Grant called Empower Upper Cumberland. Through this initiative, Empower UC has committed to lifting 800 families, including 1,600 children, out of poverty within four years.
UCDD is actively working to identify gaps and barriers that prevent working parents from entering or remaining in the workforce. Some of the most pressing challenges include childcare, housing, and the Cliff Effect, particularly regarding access to TennCare health insurance. One of the most critical barriers is the lack of available childcare, and even more concerning is the shortage of quality, affordable options in our region.
Beyond identifying obstacles for families, UCDD is also analyzing the barriers childcare providers face that hinder them from expanding their services. Currently, only 20% of children aged six weeks to 14 years have access to childcare, including after-school programs.
As we continue to assess these challenges, we are simultaneously working toward solutions that increase childcare capacity across the Upper Cumberland region. Our investments in early childhood education will ensure children have access to safe, nurturing environments with trained staff, while also empowering parents to reenter the workforce.
