UCDD offers professional strategic and comprehensive planning services to cities and counties of the Upper Cumberland. Our consistent involvement with each county in projects, grants and programs provides an advantage in the planning process – we understand the needs, challenges and opportunities that exist in each community and can offer an outside perspective with clear and realistic suggestions for improvement. Each plan is customized to fit the unique needs of the community and serves as a road map to guide local leaders in future decision making.

Fentress County Comprehensive Plan
Fentress County is working with the Upper Cumberland Development District to create a comprehensive plan. The plan will include a broad evaluation of life in Fentress County and provide direction and strategies for encouraging economic growth.
Citizen input and involvement is an important part of the Fentress County Comprehensive Plan. If you are a resident or a former resident of Fentress County, we invite you to participate in a survey. If you would like to be involved in implementing the goals established, please provide your contact information at the end of the survey.
The comprehensive plan is funded through the Tennessee Department of Economic and Community Development’s ThreeStar Grant.
