The Emergency Solutions Grant (ESG) program provides funding to eligible entities in Tennessee’s Continuum of Care (CoC) regions to provide services and resources for people experiencing homelessness to regain stability in permanent housing.

This substantial amendment would eliminate Set-Aside Cities as a Geographic Priority by which the ESG program distributes funding to some areas of Tennessee. Instead, beginning in FY 2026-27, the ESG program will implement a Pro-Rata Needs Scores to distribute a designated amount of funding to each eligible CoC, and eligible entities within those CoCs can apply for that designated funding.

Tennesseans are encouraged to review and make comments about these proposed amendments beginning on February 4, 2026.
