The Upper Cumberland Development District (UCDD), in cooperation with the counties of Cannon, Clay, Cumberland, DeKalb, Fentress, Jackson, Macon, Overton, Pickett, Putnam, Smith, Van Buren, Warren, and White, is requesting Statements of Qualifications (SOQs) from qualified consulting firms to assist with the development of a comprehensive inventory of brownfield properties.

The selected consultant will be responsible for identifying both previously listed and previously unidentified brownfield properties, including those not currently documented by the Tennessee Department of Environment and Conservation (TDEC). The scope of work will also include the preparation of a summary of findings and recommendations for each identified property.

Firms should review the attached document, “Findings and Recommendations Brownfield Redevelopment Area Grant (BRAG) Property Identification Report,” which is incorporated into UCDD’s contract with TDEC. This attachment outlines the environmental consultant’s required tasks for completing the site inventory upon award of this RFQ.

UCDD is utilizing BRAG funding to develop and/or update an inventory of brownfield sites within designated redevelopment areas throughout the Upper Cumberland region. The selected consultant must complete all required tasks within the timeframe established in the contract.

Evaluation Criteria

Statements of Qualifications will be evaluated based on the following criteria, each weighted equally at 25 percent:

  • Past Work Performance (25%)
    • Demonstrated quality of work, timeliness of project completion, and effective cost control on previous projects.
  • Capacity of the Firm (25%)
    • Demonstrated ability to complete the required scope of work within the specified timeframe.
  • Familiarity with Relevant Issues (25%)
    • Understanding of brownfield redevelopment issues, regulatory requirements, and project-specific challenges.
  • Specialized Experience and Technical Expertise (25%)
    • Relevant experience and technical expertise in brownfield redevelopment or comparable environmental inventory projects.
