UCDD and UCHRA board officers join members of Randy Heady’s family for a photo to commemorate the conference room dedication.

The Upper Cumberland Development District (UCDD) Board of Directors has passed a resolution honoring the life and legacy of the late Mayor Randy Heady of Jackson County, who passed away in January 2025. In recognition of his unwavering service and profound impact on the region, the agency has officially dedicated its main conference room as The Randy Heady Conference Room.

Mayor Heady was a devoted public servant and a passionate advocate for rural communities. He served as Chairman of both the UCDD and the Upper Cumberland Human Resource Agency (UCHRA), leading with humility, collaboration, and an unwavering commitment to the people of the Upper Cumberland.

“Randy’s leadership wasn’t about titles or recognition—it was about showing up, doing the work, and remaining true to the mission of public service,” said Chairman Jeff Mason. “He championed economic opportunity, rural infrastructure, and the well-being of our most vulnerable citizens. His legacy lives on in the lives he touched and the values he upheld.”

During the dedication ceremony, colleagues and community members reflected on Mayor Heady’s remarkable ability to bring people together and inspire progress through compassion and cooperation. The newly named Randy Heady Conference Room will serve as a lasting tribute to his leadership and values.

Mayor Heady is lovingly remembered by his wife, Joyce, and his family. His steady presence and enduring impact will continue to guide UCDD and its mission to serve the Upper Cumberland.
